JAG's version of the Elian Gonsalez story has the captain of a U.S. Navy frigate rescuing a young girl in Cuban waters which sets off the beginnings of an international incident. Harm and Bud's investigtion leads them to Cuba and Harm to a meeting with Castro. The Navy captain is Cuban-American and becomes emotionally involved and is determined to convey the child to American soi. Harm is caught in the middle - his heart with the captain's cause, his mind seeing all too clearly the consequences of the man's single-minded crusade. Harm uses all his skill and diplomacy to help both the captain and the girl achieve their goals without sacrificing the rule of law in a way only Harm can.
